I'm publishing some small changes I accrued when I tried to compile Vortex
on my Win98 laptop. After these changes, things basically worked,
except that Vortex was dog-slow because I have insufficient RAM on my
laptop.

*) I tweaked MakeScriptWrappers to make scripts for internal scripts
as well.

*) I added some references to CYGWIN_98-* and CYGWIN_95-* to places
where CYGWIN*_NT-* was expected. (I think any Win32 system that
supports cygwin should also support Vortex, not just NT systems.)

*) I removed some RCS $Header$ stuff from some places that were
generating silly changes.

*) I #ifdef'd out references to sys_errlist on Windows. At least my
Win98 system doesn't have this variable defined.

*) I cleaned up some things relating to the threaded versions of the
conservative GC library.

*) I made some partial extensions to help the qvt thread library
compile on Windows, but it's not all there yet. For now, I disabled
building the qvt thread libraries except on Suns until the qvt
Makefiles are made more portable.
