I've rebuilt the Cecil stdlib doc, based on my latest stdlib sources. I added a
few sections based on new .cecil files that have been added to the stdlib. Some
additional work on migrating to --DOC -style comments would be good. The Cecil
internal page links to the current documentation. Check it out, and report any
weaknesses.
