I found out what my problem was with some [t]csh scripts on Windows/cygwin: the
cygwin tcsh doesn't always cope properly with CR/NL line endings. If the
scripts are all in NL (unix-style), then they work. Also, WinZip unpacks tar
files and converts NL to CR/NL in (some) files, but the cygwin tar program
doesn't. So the solution (workaround of the tcsh problems) is to use the cygwin
tar program to unpack the Windows release tar files, and then all seems to work
fine.
Since the release seems to work, I made the 3.1 release web page live. I also
removed a bunch of sym links in /projects/cecil, by making all of the hrefs in
index.html absolute off of /projects/cecil/www. I left a couple that had gotten
used in external indexes.
