A (long) Infocom '98 paper on getting TCP senders to send at the right
rate by munging the receiver's advertised window:

>From the abstract, it looks like this is is exactly the idea we've tossed
around about hacking the receiver's advertised window for modems and other
environments where the delay-bw product is well-known. In this paper the
munging is done at the ingress of an ATM cloud.
