talks about
o better loss recovery for TCP, since in the IBM olympic traces, 50% of
all losses required a coarse timeout (presumably because half of clients
were behind modems and many losses will occur before slow start gets to
the magic 5 segment congestion window where you can use fast-retransmit)
o sharing congestion info across TCP connections, to avoid ramping up too
fast with multiple HTTP connections to a single host
