I moved stefan's implementation notes there. I also placed a copy of my
summary of our ideas about ways to muck with traffic. After noticing that
there was at least one idea (retransmitting SYNs eagerly) that some of us
thought was on the table but others didn't, i figured maybe that was in
order. There are at least 17 (!) ideas, and this is, of course, a work in
progress. Let me know if i left some out or got some wrong:
