Adaptive RED is basically a version of RED than changes MaxP to account
for the fact that routers passing more flows need a higher maxP to get
the same amount of backoff (and vice versa for small flows).

SubTCP is an algorithm for dealing with flow limited routers...
basically, a way to send less than 1 MSS/RTT.
