IP tracing

Alec, Hank and I met with Steve Corbato this morning to talk about the
web tracing status and initial results. We also wanted to get his
final ok on being able to bring tracing data from the 4545 building
back to Sieg for easier analysis (which we now can, yay).

At the end of the meeting we talked about the IP tracing. Steve read
the proposal (he liked the "Alec and Geoff" to "Neal and Stefan"
replacement), is all for it, and has passed it on to others in C&C to
make them aware of it and start the process of getting the OK from the
upper echelons of C&C. He's convinced that they'll get useful
information from the IP tracing effort, too, and wants to convey that
to C&C. He also wanted to put off deciding whether to make the traces
publically available for now, but the internal effort could go forward
without that decision being made. We didn't have time to discuss the
address anonymization, and, besides, that would be a discussion Neal
and Stefan should be involved in.

Neal, I would say that if you don't hear from him by the end of this
weekend, send him mail asking about status. When you do, you might
also want to give some estimates about when you think you would be
ready to start running your code over in 4545. This will give him a
timeframe to work with.

Also, Andy, I apologize for missing your quals talk. I had every
intention of going, but forgot about it and came in too late. I heard
it went well, so congratulations!
