I'd guess RED could make things better by keeping the queues from getting
so absurdly long.
I'm not up on all the latest RED schemes, but it seems like for RED to get
the same precision as Vegas in fully utilizing the path you'd have to have
a RED which, on average, dropped a packet from a flow when that flow had a
bandwidth-delay's worth of packets queued (that way, when TCP detected the
loss it would cut its window in half to exactly the bandwidth-delay). I'm
not sure how the RED gateway can know the BW-delay of the path the TCP is
taking, in general. Even if it could figure it out, i think the RED scheme
would always have more packets queued than the Vegas scheme, due to the
sawtooth inherent in Reno.
But i guess RED could still make it better. :-)
