The stager subtree is owned by user chambers, group dyncomp, not group
oo_gang. Various subdirectories are owend by matthai:dyncomp. You need
both Craig and Matthai to execute

    chgrp -Rf oo_gang /projects/cecil/CVS/stager

before you can checkout that subtree.
